One of the basic artifacts that scrum uses is the backlog. It is used as the Sprint Backlog to plan a Sprint, as the Product Backog to keep track of all work in the Product and as the Impediment Backlog for the Scrum Master to keep track of impediments.

But in the end it's just a prioritized list of items - and you can use that wherever you have a need for that.

The Scrum Tool Agilo supports that by letting you create custom backlogs and we've prepared a screencast to show you how to do just that by preparing a custom impediments backlog.
